(REF : W-0459)
Matched I&T Solution
Trial Project
Summary and Challenges The current application process is facing several challenges including
  1. lack of automation,
  2. involving tedious manual steps,
  3. applicants may not be able to access the e-submission channel by themselves.
This project aims at streamlining the registration workflow and shortening the processing time for the Vehicle Registration Schemes (VRSs) for Vehicle Mechanics (VMs) and Vehicle Maintenance Workshops (VMWs), and facilitating the development of a comprehensive trade-specific database embedded with analytical features for raising the trade performance. This project will deploy Artificial Intelligence (AI) aided technologies on data extraction and image recognition to strengthen the registration process. The new system will automate the data entry and vetting processes by extracting valuable information from the handwritten application forms, certificates and site photos which facilitate analyzing the trade data for further enhancement of the registration schemes.

Project Challenges :
  1. Handwritten data in English and Chinese in application forms;
  2. Different formats of training certificates
  3. Site photos may be of different conditions depending on the photo taker
  4. Limited dataset for model training, synthetic data may be required
Expected Outcome
  1. Trained OCR engine to capture required data from the pre-defined applications forms;
  2. Trained AI model(s) to capture required data from the supporting documents (training certificates, business registration certificates);
  3. Trained image recognition engine to detect the required object in the site photos;
  4. An overall of 90% or above accuracy is preferred;
  5. Implementation of frontend interface for handling applications from the trade and backend system to provide dashboard, reporting, data storage and analysis for EMSD staff.
Expected Trial Duration 14-month
