Summary and Challenges
  • One major duty of EMSD officers is the procurement of goods, services and works, which shall involve tender exercise. Tender price comparison is a key process during the assessment of tenders, which includes comparison among tenderers, against pre-tender estimates, as well as with reference to previously awarded contracts. Significant care and effort are often needed to avoid human errors and arithmetic errors during the said process.
  • This Wish aims to develop an e-Tender Report System (ETRS) that digitalises and accurately automates the concerned process. Innovative technologies such as Artificial Intelligence (AI), Natural Language Processing (NLP), Computer Vision (CV), Optical Character Recognition (OCR), etc., are expected to be implemented in the ETRS to achieve the goal.
  • The major challenges of this Wish are summarised in the below:
    1. Scanned documents with various formats
    2. Scanned proposals with varying image quality
    3. Fields may be either handwritten or typed
    4. Multiple types of table layouts
    5. Sensitive and restricted information
Expected Outcome
  • This Wish shall develop a web-based system (the System) with innovative technologies such as AI, NLP, OCR, etc., for facilitation of the concerned processes. The System developed shall provide means to extract, recognise, parse, serialise, store and organise key information from the scanned tender proposals. It shall also provide means to validate and subsequently advise the correction of price errors.
  • Apart from recognition and validation, the System shall provide customisable search, filtering and sorting of previously awarded contracts to support price comparison. It is also crucial that the System is designed as an isolated system (i.e. from the Internet), with high design standards of system, network and data security.
