- On the foundation of urban GIS, utilizing technologies such as the Internet of Things, big data, and cloud computing, to build an urban emergency management system.
- Achieve real-time monitoring of urban waterlogging and drainage, by predicting and prejudging waterlogging risks with established models, deploying innovative sensors, and a smart control and dispatching command platform.
- Sensors are deployed in low-lying and flood-prone areas, tunnels and culverts, sunken overpasses, pump stations, underground drainage pipe networks, and other areas to monitor "Start point – Process – End point"
- Using the waterlogging model to identify, analyze, predict and evaluate drainage system operation problems, it can provide water level warnings in urban areas with waterlogging risks.
- Accurately assess the drainage capacity of low-lying and flood-prone areas by monitoring the water levels and flows of the rainwater pipe network around the flood-prone areas.

| Trial Application and Expected Outcome |
- During the flood season, the system can provide timely warning information on pipeline operation to meet the daily management, operation scheduling, disaster prediction, warning and forecasting requirements of the drainage system.
- During rainfall, sensors monitor the water depth at flooded areas in a timely manner, ensuring timely and accurate alarms in the event of dangerous situations and assisting in efficient handling, thus ensuring the safety of pedestrians and vehicles.
- The system provides a scientific basis for decision-making and command before, during and after the flood prevention period, and provides support for subsequent project planning and renovation.
- Improve the management of urban drainage systems. Improve the emergency control and dispatch capabilities of urban drainage systems in case of waterlogging.
