Traditional Electronic Road Pricing (ERP) system requires to install in-vehicle RFID tags & roadside RFID sensors for detection of vehicles entering and exiting the charging zones.
This project aims to develop a mobile application using the motorist’s own smart device for the automatic ERP toll payment, instead of using the traditional in-vehicle devices/ RFID tags and roadsides sensors.
The mobile application shall be able to make use of both GPS (or other similar technologies) and 5G cellular based location technology to identify the motorist’s location.
The mobile application can record the time and location of the vehicle entering/ exiting the charging zone, calculate the toll fee, and upload only the required information to the ERP server for backend payment processing and record purpose.
Apart from ERP payment, the mobile application can also provide an integrated platform for smart mobility services/ information (e.g. traffic congestion information, traffic safety reminders (e.g. Belisha beacons ahead, school zone ahead, speed limits), information on available nearby parking spaces, EV charges, etc.) for further enhancing the road safety and driving experience. Challenges include maximizing the accuracy of motorists positioning and minimizing the privacy impact to app users.
Expected Outcome
To develop a mobile application for 5G tag-free electronic road pricing with the following functions:
(i) To perform positioning of the motorists and determining whether a vehicle has entered/ exited the ERP zones by both GPS (or other similar technologies) and 5G cellular based location technology.
(ii) To record the time and location of the vehicle entering/ exiting the charging zone, calculate the toll fee, and upload only the required information to the ERP backend system for simulation of backend payment processing and record purpose.
(iii) To develop a user-interface for the mobile application (iOS or Android) that can be used by the motorists for the above ERP operation simulations. The mobile application shall also provide simulations for displaying real-time traffic information (traffic incidents, congestions, pay-zones, alerts) to the motorist.
To develop a backend system with user-interface for the purpose of simulation of EPR operations with the mobile application operations (e.g. managing the database of the ERP users, ERP billing, etc.).
To conduct a small scale test to evaluate the feasibility of using the mobile application for ERP operation. Based on the trial result, the Contractor shall provide a study report on feasibility of using mobile applications for ERP operation (e.g. accuracy of geolocation positioning in the congested urban area (e.g. Central) for ERP collection, suggestions on the mobile application for ERP operation, suggestions on protection of motorist's privacy, and etc.).
