Summary and Challenges
  • Food and Environmental Hygiene Department (FEHD) is striving to improve the quality and efficiency of waste collection services including some 3000 waste collection facilities under its management.
  • Since 2018, FEHD launched a pilot scheme to prototype and develop Solar-powered Compacting Refuse Bins (CRBs) in an aim to improve environmental hygiene and alleviate pest infestation arising from refuse accumulation. Through modifying and upgrading SCRBs in terms of design and efficiency progressively, FEHD have installed SCRBs at some remote bin sites in rural areas for trial.
  • In order to obtain real-time data pertaining to the operation status of CRBs and the delivery of daily waste collection services, in facilitation of subsequent analysis on the uplift of management and services quality, FEHD would like to develop a Remote Monitoring System (RMS) through Government-Wide IoT Network (GWIN) in leverage of Internet-of-Things (IoT) technology and launch a pilot scheme for trial.
Expected Outcome
  • The RMS shall be implemented on the main control motherboard or by applying IoT sensors to export operational parameters of CRBs. The operational parameters shall be received, processed and organized for real-time monitoring and long-term analysis of the performance of CRBs. With the visibility of these operational parameters, FEHD can further improve environmental hygiene, promote the quality of waste collection services and enhance the management over CRBs.
  • The RMS would also provide useful data for subsequent feasibility study on deployment of the CRBs in other suitable sites.
