Summary and Challenges
  • To improve the operational effectiveness and management efficiency of the Government, Geographic Information System (GIS) is proposed as a centralised, one‑stop platform for the collection, exchange, and visualisation of data from multiple electronic systems for real-time monitoring. The platform will present the geographic locations of end devices. System alerts will be displayed with careful consideration of operational practicability and established workflows without unnecessary complexity or disruption to daily operations.
  • In view of the security requirements associated with government facilities, the proposed solution must be built using products that are formally approved by relevant authorities, such as the China Information Technology Security Evaluation Centre (中國信息安全測評中心) or the National Secrecy Science and Technology Evaluation Centre (國家保密科技測評中心).
  • As the platform will be custom‑developed to meet the operational needs, security requirements, and integration demands with existing Government systems, the solution provider must demonstrate understanding of Government electronic systems and disciplinary services security standards. This capability should be supported by proven experience in delivering electronic systems for disciplinary services or law enforcement agencies in Hong Kong and Mainland China.
Expected Outcome
  • A comprehensive solution comprising a Geographic Information System (GIS), workstations, dashboard, and other necessary equipment shall be provided to deliver an integrated alarm mechanism for Government officers, thereby enhancing operational workflow and overall Government facilities management.
