Through flexible and innovative thinking, the Electrical and Mechanical Services Department (EMSD) is committed to creating a safe, reliable and energy-efficient E&M living environment for the people of Hong Kong. In supporting the policy direction related to the development of Innovation and Technology (I&T) in Hong Kong in the 2017 Policy Address, the E&M InnoPortal was launched to facilitate the strengthening of collaboration between government departments and public bodies with the I&T sector to encourage the application innovative technology to improve services, support smart city development and achieve carbon neutrality.
EMSD works closely with various government departments, the E&M trade, start-ups and academic institutions to drive and promote I&T development through a three-pronged strategy:
- Provide full support to E&M start-ups and encourage more R&D and innovation
- Strengthen the use of innovation and technology to enhance service safety and quality
- Take the lead to promote the use innovation to meet new challenges in the E&M trade
To support the Government's pro-innovation procurement policy introduced in April 2019, EMSD has taken on the role of the administration's "Innovation Facilitator". Its E&M InnoPortal, strengthens the matching of technological needs from government departments, public bodies and the E&M trade with the scientific research achievements of start-ups, SMEs and the academia. This facilities all sides to apply I&T solutions to overcome challenges.
EMSD facilitates the testing trials of successfully matched projects by arranging for them to be conducted at Government facilities. It will also upload validated performance reports onto the platform for public sharing.
