Summary and Challenges

The 2017 Policy Address highlights the Government's commitment to developing Hong Kong into a smart city by embracing new, innovative technologies such as the Internet of Things and data analytics in the Government and industries.

The purpose of this trial project is to design and develop a government-wide IoT private network, which could connect with various types of smart wireless IoT sensors installed in a few remote buildings or street facilities, as well as their surrounding outdoor areas if possible. These sensors would be under centralised monitoring and control at EMSD Headquarters. Priority would be given to buildings with BIM model available and under EMSD management so that data from both the BMS and IoT sensors could be displayed and collected together for future analysis.

The scope of project should include:

  1. To evaluate two well-known IoT network technologies such as LoRAWAN and NB-IoT
  2. To understand how IoT fosters innovation within the government organisation
  3. To demonstrate the use of IoT technologies in smart city applications
  4. To install 12 IoT gateways at 3 trial sites
  5. To install different types of IoT devices for data collection for future use and data analytics

Expected Trial Duration
  1. Installation works to be commenced by Q1 2019
  2. Trial to be commenced by Q4 2019
  3. Full deployment of the network by Q2 2020
