Overview

eSurvey, an EMSD electronic forms solution, allows internal access via a department website. EMSD colleagues can log in using their domain credentials to create surveys, including those collecting sensitive personal data (restricted information). All collected data is securely stored in EMSD's private cloud, meeting S17 requirements.

Problem Addressed

The Digital Policy Office (DPO)'s Baseline IT Security Policy (S17) and HKSAR Government Chief Information Officer's IT Security Guidelines (G3) strictly prohibit the use of external platforms (e.g. Google Forms) for departmental IT systems. EMSD's cloud security policy mandates the use of secure internal infrastructure for handling all restricted or higher-classified personal data. This mitigates risks associated with data breaches and unauthorized access inherent in public cloud environments.
Innovation

eSurvey enables one-click distribution of surveys to thousands of recipients via email or internal messaging.  Its flexible design allows for tailored data collection, such as for Open Days or inspection records. Last but not least, eSurvey offers convenient data management through features like Excel exports and an online dashboard for easy tracking.
